Andrea Traudt Inouye

Andrea Traudt joined the Illinois Housing Council as Executive Director in April 2012. As Executive Director, Andrea works to promote and advance policies and best practices in affordable housing across Illinois.

Prior to her role at the Illinois Housing Council, Andrea was the Housing Development Director at Bickerdike Redevelopment Corporation where she spent seven years developing affordable family housing on the northwest side of Chicago. As the Housing Development Director, Andrea oversaw all of Bickerdike’s housing development activities. Her work encompassed project concept and property acquisition, financing (public and private), coordination of zoning and permitting process, community outreach, government relations and advocacy, and contractor/architect coordination.

Andrea serves as the Treasurer on the Board of Directors for Full Circle Communities. Andrea is a member of the Urban Land Institute and Women in Planning and Development.

Andrea has a Masters of Urban Planning and Policy from the University of Illinois at Chicago and a Bachelor of Arts in Business & Economics from Bethel University in St. Paul, MN.

Emma Heemskerk
Director of Programs & Outreach

Emma Heemskerk joined the Illinois Housing Council in March 2014.

Emma has over 5 years of experience in nonprofit administration, fundraising support, and program coordination working for organizations such as the American Heart Association and the Nokomis Foundation. She completed her Masters in Urban Planning and Policy with an emphasis in Community Development from the University of Illinois at Chicago. While there, she held an internship focused on placemaking at the Metropolitan Planning Council, developed a policy plan for a national anti-violence nonprofit working in North Lawndale, and served as a graduate assistant in the office of the Dean where she coordinated communications and was managing editor of the recent University of Illinois Press publication, The Urban Agenda.

Emma holds a bachelor’s degree in Studio Art and Women’s Studies from Aquinas College in Grand Rapids, MI. She serves on the Logan Square Neighborhood Association Housing and Land Use Committee and is a member of Women in Planning and Development.

Mackenzie Drosd

Mackenzie Drosd joined the Illinois Housing Council as Office Assistant / Bookkeeper in October 2016.

Mackenzie is a Masters student earning her degree in Urban Planning at the University of Illinois at Chicago. Originally from San Francisco, CA, her background is primarily in environmental conservation and policy. She has a bachelor’s degree in Political Science from Loyola University Chicago with minors in Environmental Action and Leadership, and History.

Mackenzie is passionate about bringing composting to urban areas and loves to explore nature within her city. She is a member of the Urban Planning and Policy Student Association at UIC and she volunteers as a snake and turtle handler at the Peggy Notebaert Nature Museum in her spare time.
