Allison Milld Clements
Executive Director

Allison Clements joined the Illinois Housing Council as Executive Director in August 2017.

Allison has over 10 years of professional experience working in housing and community development in both Chicago and New York City. Prior to her role at IHC, Allison served for 7 years as Director of Housing Initiatives at the Metropolitan Mayors Caucus, a membership organization of the Chicago region’s 275 municipalities. At the Caucus, Allison was responsible for creating innovative programs and policies that help mayors and municipal staff address local and regional housing challenges. Prior to her time in Chicago, Allison worked for Commissioner Shaun Donovan’s Strategic Planning team at the New York City Department of Housing Preservation and Development, where she was tasked with assessing and improving various affordable housing programs across the agency.

Allison has a Master’s Degree in Public Policy from the Harris School at the University of Chicago and a Bachelor’s Degree in Government and Legal Studies from Bowdoin College. In 2017 she was appointed by the Governor to serve on the Illinois State Housing Task Force. She currently serves as co-chair of the Chicago Metropolitan Agency for Planning Housing Committee and is a member of the Urban Land Institute’s Public Policy Committee.

Emma Heemskerk
Director of Programs & Outreach

Emma Heemskerk joined the Illinois Housing Council in March 2014.

Emma has over 10 years of experience in nonprofit administration, fundraising support, and program coordination. She completed her Masters in Urban Planning and Policy with an emphasis in Community Development from the University of Illinois at Chicago. While there, she held an internship focused on placemaking at the Metropolitan Planning Council, developed a policy plan for a national anti-violence nonprofit working in North Lawndale, and served as a graduate assistant in the office of the Dean where she coordinated communications and was managing editor of the recent University of Illinois Press publication, The Urban Agenda.

Emma holds a bachelor’s degree in Studio Art and Women’s Studies from Aquinas College. She serves on the Logan Square Neighborhood Association Housing and Land Use Committee and is a member of Women in Planning and Development.

Mackenzie Drosd
Office Assistant / Bookkeeper

Mackenzie Drosd joined the Illinois Housing Council as Office Assistant / Bookkeeper in October 2016.

Mackenzie is a Masters student earning her degree in Urban Planning at the University of Illinois at Chicago. Originally from San Francisco, CA, her background is primarily in environmental conservation and policy. She has a bachelor’s degree in Political Science from Loyola University Chicago with minors in Environmental Action and Leadership, and History.

Mackenzie is passionate about bringing composting to urban areas and loves to explore nature within her city. She is a member of the Urban Planning and Policy Student Association at UIC and she volunteers as a snake and turtle handler at the Peggy Notebaert Nature Museum in her spare time.
